General
The testator or the donor has the right to determine the exact purpose of his donation to the State of Israel. The Administrator General ensures that all things are done so as to achieve the wishes of the testator or donor in making his gift.
Where an outright gift is made to the State of Israel, the Public Committee for the designation of Estate Funds – created specially for this purpose and headed by a retired senior judge, distributes the funds in Israel exclusively for charitable and benevolent.
In those cases, where the donor or testator has directed the proceeds of his gift or bequest is used for a specific legal purpose in Israel the Committee ensures that the funds are designated exclusively for that purpose.
All charitable institutions and organizations in Israel created for whatever humanitarian purposes are free to apply to the Public Committee for a grant of funds. When making a grant the Committee considers the recommendation it receives from the responsible Ministry as to the need and management of the applicant.
Example of purposes that have received support from donations and estates:
Social purposes
v Support of all charities for children, children,, civilians victims of terror, mentally disabled children, the deaf, the blind, the elderly, victims of domestic violence, delinquent youths, etc.
v By these contributions, homes for the elderly have been renovated, equipment for those homes have been purchased, new rooms and equipment such as for physiotherapy have been built.
v In addition- a dormitory for asthmatic children has been built, libraries have been established, medical equipment for the deaf was been purchased, seeing eye dogs for the blind have been trained, help for organizations, catering for the retarded and sick children have been provided, and more.
Education and culture
v Purchasing computers and audiovisual equipment for schools and other educational facilities
v Helping public libraries and museums in planning special presentations.
v Building sport fields and student clubs.
v Providing scholarships to gifted musicians, students and soldiers after completion of their military service.
v Supporting courses that enable people who could not complete their education due to economic reasons so to do.
v Financing courses for the mature age students and retirees
Environment
v Development of nature reserves for recreation
v Supporting environmental groups.
v Helping organizations that work for the preservation of wild life.
v Assisting organizations dedicated to environment education.
v Preservation of archeological and historical sites in Israel.
Legal assistance
v Assisting organizations and foundations that provide legal assistance to the elderly and the needy, battered women, the disabled and children.
Absorption of immigrants
v Support for clubs for new immigrants.
v Purchasing musical equipment for new immigrants.
v Organizing theaters and other social activities for immigrants.
v Supporting extra curricular activities for immigrant children.
Health
v Providing essential equipment for dental clinics for the needy.
